The zone's official orientation names its functions in policy language: international business exchange, conferences and exhibitions, training, and expanding openness in services. Early operating data — customs counted tens of thousands of entries for exhibitions, business exchange and training within the first weeks of trial operation — shows those functions being used. Below we translate the policy directions into business models, each with the legal groundwork it will actually require. Sector scope and facilities will expand with later phases; treat this as a map of directions, subject to the zone's latest announcements, not a menu of entitlements.
1 · International conferences and exhibitions 国际会展
The obvious first market: product launches, industry summits and trade shows whose overseas exhibitors and speakers can attend on invitations rather than visas. For a foreign organiser or exhibitor the legal file looks like this: venue and services contracts with zone operators; exhibition-goods logistics across a customs-managed boundary (temporary admission, samples, demo equipment — plan the goods as carefully as the guests); IP protection for what you display — exhibition appearances are prior-art and trademark-squatting triggers, so file Chinese trademarks and patents before the show (see Contracts & IP); and sponsorship and content compliance under PRC advertising rules.
2 · Training and professional exchange 国际培训
Corporate universities, technical certification programmes and executive training can convene mixed Chinese-international cohorts with minimal travel friction — a real cost advantage over routing every session through Singapore or Hong Kong. Legal groundwork: programme contracts that settle IP ownership of training materials, trainer arrangements that respect the line between zone-based short-term activity and onshore employment (see Employment), and data handling for participant information under PIPL if enrolment data flows offshore (see Compliance).
3 · Services trade 服务贸易
The zone is designed as a services-trade interface: consulting engagements scoped and negotiated face-to-face, design reviews, audit and advisory kick-offs, cross-border deal-making. The zone solves the meeting; the engagement itself still lands in ordinary cross-border service contracts — governing law and forum chosen deliberately (Dispute Resolution), fees remitted through the banking checkpoints described in Profit Repatriation, and permanent-establishment tax exposure watched when delivery extends onshore. Companies that treat zone negotiations as informal because the venue is convenient will sign the same bad contracts they would have signed anywhere.
4 · International medical and health cooperation 医疗健康国际合作
Health-sector exchange appears among the zone's signalled directions, and it intersects with a broader opening: pilot programmes have been expanding foreign participation in healthcare in Shanghai and other regions. The realistic near-term zone use is exchange and training — medical conferences, hospital-management programmes, device demonstrations — while actual clinical services, device registration and hospital investment remain heavily regulated onshore activities with their own licensing regimes. A foreign healthcare group can sensibly use the zone to build the relationships and sign the frameworks, then run the onshore licensing path with proper counsel. Specific permissions in this sector change quickly; verify current scope before committing capital, subject to current regulations.
The pattern across all four 共同规律
Every model above has the same shape: the zone removes friction from the human encounter; it does not remove the law from the transaction. The businesses that will profit from the Hub are those that pair its convenience with ordinary, unglamorous legal preparation — filings made early, contracts drafted for enforcement, licences mapped before commitments.
