THE FRAMEWORK · 要 点 摘 要
- Entry basis: a valid international travel document plus a business invitation vetted through the zone's system — no Chinese visa required for the zone itself.
- Who invites: entities conducting activities in the zone (event organisers, training providers, enterprises using zone facilities) issue and register invitations in advance through the zone's administration.
- Stay: up to 30 days per entry, with extension available under zone rules for legitimate business need.
- Scope: business activities inside the zone — meetings, negotiations, exhibitions, training. Crossing into the rest of the mainland requires ordinary immigration status; the boundary is closed-loop managed.
- Not employment: zone entry does not authorise working in China — see Employment for work permits.

Step by step, as the framework stands 流程框架
- Secure the invitation. Your Chinese counterparty, the event organiser, or your own China entity applies through the zone's registration channel, identifying the visitors, the business purpose and the dates. Vetting happens before travel — build lead time into the plan rather than testing how little is possible.
- Travel with matching documents. The traveller carries the passport (or other valid international travel document) named in the invitation. Mismatches between invitation data and travel documents are the predictable failure point of any pre-vetted system.
- Enter at the zone checkpoint. Entry formalities are completed at the zone boundary adjacent to Pudong Airport's arrival flows; customs-style controls apply at the line.
- Conduct business inside. Meeting, exhibition and training facilities operate within the zone; hotels and business services are part of the zone's build-out. Activities should match the declared purpose — this is an administered convenience, not a grey area to stretch.
- Extend if needed, exit on time. Extensions for genuine business need follow the zone's procedure; overstaying an administered regime is the fastest way to lose access to it, for you and for your inviter.

Practical counsel for delegations 给代表团的建议
- Put the invitation obligation in the deal documents. If a China partner is hosting your people, make invitation issuance and accuracy a contractual obligation with a named responsible person — administrative failures have commercial costs.
- Plan the mainland leg separately. If the itinerary continues beyond the zone (factory visit, notarisation appointment, signing at a Shanghai office), the traveller needs an ordinary visa or an applicable national visa-free policy for that leg. Decide this at itinerary stage, not at the boundary.
- Mind what crosses the line. The zone boundary is a customs-managed line; goods, samples and exhibition materials move under their own procedures. Sample logistics for a product demo deserve as much advance planning as the people.
- Keep the paper. Invitation records, entry stamps and activity documentation are your compliance file if any question arises later — the same discipline we preach for onshore compliance applies in miniature.
